MINUTES for the Regular Meeting of the Planning Commission

I. CALL TO ORDER
Chairwoman Moore called the meeting to order at 7:00 p.m.

Commissioners Absent: Dutra

III. APPROVAL OF MINUTES
A. For the Regular meeting on July 16, 2001
IV. CHANGES TO THE AGENDA
There were no changes to the agenda.
V. ORAL AND WRITTEN COMMUNICATIONS
There were no oral or written communications.
VI. MATTERS AT HAND
A. Request for approval of Design review and a Negative Declaration to allow construction a 4,600 square foot industrial building on a .63-acre lot. The proposed building will consist of 3,200 square feet of manufactured space and 1,400 square feet of office space at 321 Blodgett Street (lot 6, Tuffli Subdivision).

Director of Planning Dorch
presented the staff report and reviewed the Design Review Committee conditions. He said that the applicant has been advised that any outdoor storage would require a Conditional Use Permit.Director of Planning Dorch
recommended approval of the application subject to the suggested conditions of approval.Commissioner McClelland requested and received clarification on the required root barriers and the purpose for their installation. It was the consensus of the Planning Commission that they would like some further information on root barriers.
The Public Hearing was opened at 7:10 p.m.
Paul Larsen, the project architect, represented the application. He displayed a color rendering of the proposed new building. He stated that the applicant's intent is to install a second handicap parking space in the vicinity of parking space no. 12. He added that of these two spaces, one would be van accessible, and the two parking spaces would serve both sides of the building.
Tom Smith, the property owner, was also in attendance.
There was no further public comment.
The Public Hearing was closed.
It was moved by Commissioner Mulligan to approve Resolution No. PC 01-21 approving Design Review, a Mitigated Negative Declaration, and a Mitigation Monitoring Program for a 4,600 square foot industrial building located on Blodgett Street (Lot 6, Tuffli Subdivision - Smith Industrial Building) subject to the recommended conditions of approval. Second by Commissioner McClelland.

VII. REPORTS BY STAFF
Director of Planning Dorch
presented an update on pending planning applications.In response to an inquiry from Chairwoman Moore,
Director of Planning Dorch reported that there has been no recent activity on the Albertson's application.VIII. REPORTS BY COMMISSION
Commissioner McClelland announced that she would be unable to attend the regular Planning Commission meeting on August 20, 2001.
IX. ADJOURNMENT
Chairwoman Moore adjourned the meeting at 7:15 p.m.
