MINUTES for the Regular Meeting of the DESIGN REVIEW COMMITTEE

I.          CALL TO ORDER

 

Chairman Kagan called the meeting to order at 4:43 p.m.

IV.       APPROVAL OF MINUTES

V.        MATTERS AT HAND

           

A.        Request for Preliminary Design Review approval for the addition of two spaces and installation of a duet mobile home at the Countryside Mobile Home Park located at 425 West Sierra Avenue.

Planning Director Woltering presented the staff report, reviewed the suggested conditions of approval, and responded to questions from the Committee.  He clarified that this request is for preliminary design review and will be reviewed by the Planning Commission.  The application will then come back to the Design Review Committee with specific details including color and material samples for the units.

 

A Photograph of the site as it currently exists and one with a superimposed photo of the new mobile home unit were displayed at the meeting.

 

Planning Director Woltering also mentioned that the proposed unit has already been purchased has been placed in storage pending the outcome of the planning review process.

Planning Director Woltering recommended Preliminary Design Review approval subject to the suggested conditions of approval including an additional condition requiring that the final plan show the location of one guest parking space for each of the two units.

 

 

Chairman Kagan asked about any required setbacks between the units and how required building inspections will be handled.   Planning Director Woltering explained that the proposed unit is actually one structure with two individual units on separate lots.  The State of California will be responsible for required building inspections because of their jurisdiction over mobile home parks.

 

Chairman Kagan invited the applicant to make a presentation.

 

James Barrow, a resident of the mobile home park, represented the application.  He informed the Committee that his participation in the process is due to forty-five years of experience in the mobile home industry.  He confirmed that the addition of the two units will not increase the allowable 10 unit per acre density for the site.   He had nothing further to add to the staff report. 

 

Committee Comments:

 

Committee Member Fortier said that he liked the design of the proposed new mobile home unit and that it will improve the appearance of the park.

 

Committee Member Fortier asked the applicant about the roses that had been on the property and was told that many have died and that there are only two left.  Their intent is to add to and improve the landscaping on the site.

 

Alternate Member Davis also liked the design of the new mobile home unit and concurred with the staff recommendations.

 

Committee Member Stanley agreed and had nothing further to add.

 

Chairman Kagan said that the lot will be improved by having something placed on it.  In response to an inquiry, the applicant informed him that the color rendering of the new unit shows it with a primer coat.  Any exterior color can still be added.

 

While on the topic of the color of the unit, Planning Director Woltering asked for opinions from the Design Review Committee on what colors would be acceptable in order to give some guidance to the applicant in preparing for final design review.  

 

Alternate Member Davis said that he liked the gray and white that is shown on the computer rendering.

 

Chairman Kagan suggested that the color selection be something that blends in with other units fronting West Sierra Avenue.

 

It was moved by Alternate Member Davis to grant Preliminary Design Review approval for the addition of two spaces and installation of a duet mobile home at the Countryside Mobile Home Park located at 425 West Sierra Avenue subject to the amended conditions of approval.  Second by Committee Member Fortier.

Conditions of Approval for Preliminary Design Review (PA# 14/03):

 

1.         The two home mobile home structure shall be placed so that each unit is located on its own lot, similar to a townhome.

 

2.         The project plans shall be modified to include a 75 cubic foot cabinet for storage for each unit for approval at Final Design Review.

 

3.         A final landscape and irrigation plan shall be submitted for approval at Final Design Review.  This plan shall emphasize the use of native plant materials; site the units to provide the opportunity for landscaping along both side elevations; provide a minimum of a five (5) foot wide landscape strip between the parking areas for the two units; and, extend the walkways at the front of the units directly out to the sidewalks.

 

4.         Exterior building colors and material samples shall be provided at Final Design Review for review and approval.

 

5.         All utilities shall be placed underground.

 

6.         All pertinent state and county regulations concerning the development and operation of mobile home parks shall be observed.

 

ADDED:  7.    The final site plan shall include specific locations for one guest parking space for each of the two units.

 

B.         Request for Preliminary Design Review approval to convert an existing 2500 square foot covered manufacturing bay into a showroom with associated office space at 7911 Redwood Drive, Redwood Reliance Trailer.

Planning Director Woltering presented the staff report, reviewed the suggested conditions of approval, and recommended Preliminary Design Review approval.

 

In response to an inquiry from Chairman Kagan, Planning Director Woltering acknowledged that the site plan does not include all of the existing buildings on the site.  However, because of the limited nature of the request that level of detail was not required.

 

Alternate Member Davis added that because of the preliminary status of this request, the architect probably did what they could just to begin the process.  He found the plan as submitted appropriate under those circumstances.

 

Chairman Kagan invited the applicant to make a presentation.

 

George Tucker, General Manager of Reliance, represented the application.  He discussed both the short and long-term plans for the Cotati facility.  He acknowledged that the plan submitted for enclosure of the overhang area into a showroom/office is preliminary in terms of their long-range goals.  Their hope is to move forward with this proposal quickly to facilitate the relocation of the existing retail outlet in Windsor to Cotati.  The Windsor facility will be sold.  Ultimately, he explained, all manufacturing operations will be out of state.  The Cotati facility would continue to be used for repairs and installations, but would also become a retail outlet for Peterbuilt trucks and accessories with incidental office space.

 

In response to an inquiry from the Committee, Planning Director Woltering confirmed that any new signage will need to be reviewed at final design review and designed in accordance with the Sign Ordinance. 

 

Alternate Member Davis discussed ideas for landscape screening and perhaps a sign closer to Redwood Drive because the building is set so far back from the road.

 

Planning Director Woltering, responding to the applicant’s presentation, said that when he discussed the application with the project architect, the architect indicated a much smaller scale project with some manufacturing and associated retail sales.  Mr. Tucker’s description of the project went well beyond the scope of what he understood was occurring.  A complete revision to the nature of the business operations will bring up other issues that will need an increased level of review.

 

In the interim, however, Planning Director Woltering suggested that this proposal could move forward, but that future phasing for business changes would need to be outlined.  If and when those additional phases occurred, a more in depth review of the broader issues would be undertaken.  For example, some of those issues would be for general site clean-up, paving, drainage, and landscaping.

 

Planning Director Woltering requested that Mr. Tucker meet with him prior to moving this application forward to the Planning Commission.  The application could then be explained more thoroughly and the phasing could be clarified.

 

 

The Design Review Committee reached a consensus on the conditions of Preliminary Design Review approval.

 

It was moved by Alternate Member Davis to approve Preliminary Design Review subject to the conditions of approval as amended.  Second by Committee Member Stanley.

Conditions of Preliminary Design Review Approval (PA# 19/03):

 

1.         A Parking Plan showing paving, striping, and meeting minimum dimensional requirements for spaces and ingress and egress shall be submitted for Final Design Review.

2.         An exterior Lighting Plan, including illumination that highlights entry points and parking lot areas, shall be submitted for Final Design Review. No light spillover or glare onto adjacent properties is permitted.

3.         Modified:  An Irrigation Plan and Planting Plan shall be provided for Final Design Review.  The plan shall include a streetscape for Redwood Drive and a planting area in front of the new office building.  In addition, an elevation of the new office area showing the proposed landscaping shall be included.

4.         Modified:  A Signage Plan shall be submitted for Final Design Review.  The Design Review Committee would be supportive of a new monument sign along the Redwood Drive frontage designed in accordance with the City of Cotati Sign Ordinance.

5.         A color rendering and samples of exterior building materials shall be provided at Final Design Review.

6.         Added:  A grading and drainage plan shall be provided for the area in front of the newly created sales area.

7.         Added:  A floor plan shall be provided for final design review that illustrates all interior modifications including the proposed division of spaces, including square footages, and indicating the intended use of the space.
